Robert Saul, a Consultant at EMI Consulting, specializes in demand-side management energy program evaluation, market research, geographic analysis, and large-scale data analysis. Mr. Saul has worked with utility clients across the country and helped pioneer new methods for estimating leakage values for residential upstream lighting programs. He was the lead author on a paper describing these methods at the 2017 International Energy Program Evaluation Conference (IEPEC). He has used geographic analysis to better define target customers and increase installation rates of program-rebated equipment.
Through his previous work in public policy, Mr. Saul comes to EMI Consulting with several years of experience in program evaluation, project management, and local-government policy analysis. He has worked with technology start-ups and local government agencies to effectively manage assets, and helped both the Democratic and Republican parties of Pennsylvania understand the anticipated demographic shifts in their constituents in the next decade.
Mr. Saul holds a M.S. in Public Policy and Management from Carnegie Mellon University and a B.A. in Education from the University of Arizona.
