Richard has a BS in Cartographer and Computer Science from the University of Wisconsin-Eau Claire and an MA in Geography from Miami University (Ohio). He has been involved with GIS research since 1983 and was coauthor in 1991 of the first GIS ready dataset created by the U.S. Global Climate Change Research Program. He has served as the WA State DOT GIS Coordinator since 2007.
